When a crime occurs against a person such as abuse, theft or other crimes, he can submit a claim to the Public Prosecution in the court. This claim includes a detailed explanation of the incident that took place and at the end of it his request to refer the prosecution to the police for investigations.
The representative of the Public Prosecution studies the prosecution, and if there is something that requires referral to the police, the court issues a decision referring the request or the prosecution to the police to conduct the necessary investigations.
The plaintiff takes his request to the competent police department, where it performs the preliminary investigations, hears the testimonies, putss the arrested persons in jail and then transfers the arrestees and the arrested persons to the Public Prosecution office to complete the judicial investigations.
And the reason that the prosecution was not brought to the police directly, is that the latter can only investigate the flagrant crimes or based on referring the Public Prosecution duly.
